The King County Noxious Weed Control Program works to minimize the economic, environmental and social impacts of noxious weeds in King County. This is primarily implemented by voluntary landowner control of noxious weeds achieved through education and technical assistance. Regulatory compliance procedures may be used where this is unsuccessful. The person hired for this position will work closely with the Noxious Weed Control Program manager and agency stakeholders to develop and implement noxious weed control activities on state and federally managed lands and roadsides in the County. The person will be responsible for the noxious weed control outcomes on state and federal lands and roadsides.
The person will provide technical assistance to state and federal agencies where needed regarding noxious weed control and assist other noxious weeds specialists in regional noxious weed control activities. Duties include: carrying out surveys of state and federal lands and roadsides; working with state and federal agency and community partners to identify and implement priority noxious weed control activities; conducting associated education outreach activities; liaison with public land managers regarding noxious weed control issues; conducting technical training workshops on the identification and control of noxious weeds; implementing regulatory compliance processes; applying for grants and permits; collecting field data; management of data in spatial and relational databases, responding to information requests and infestation reports; and, on occasion, controlling noxious weeds utilizing IPM methods (including the use of herbicides where appropriate).

WORK SCHEDULE: This position is based on a 40-hour workweek and is not exempt from the provisions of the Fair Labor Standards Act and is therefore overtime eligible. The workweek is normally 8:00a.m. - 5:00p.m. Monday through Friday. Attendance at meetings outside of normal working hours may be required.
JOB DUTIES:
PRIMARY JOB FUNCTIONS:
Develop and coordinate the state and federal lands and roadside component of the noxious weed program.
Serve as team lead for state and federal lands and roadside weed management projects involving a range of stakeholders.
Conduct field surveys to identify, document and map noxious weed infestations.
Facilitate rapid response weed control for new high priority state and federal lands infestations.
Develop a planned approach to the management of established noxious weeds on state and federal lands
Communicate with landowners to notify them of weed infestations and regulatory compliance requirements, and to provide educational and technical services.
Respond to landowner and citizen requests for information and assistance about the management of noxious weeds on state and federal lands.
Maintain data in program databases (spatial and relational databases).
Prepare written reports, letters and enforcement notices.
Participate in weed control activities.
Conduct community outreach, public presentations, training and educational events.
Work collaboratively in a multi-disciplinary team towards achieving county-wide noxious weed control outcomes.
EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
Bachelor's degree with a major in plant biology, weed science, forestry, environmental science, natural science, weed identification and/or management or a related field.
At least one year of experience in the identification of terrestrial and aquatic noxious weeds.
Knowledge of noxious weed taxonomy, biology, and impacts
Experience working effectively with agencies that manage public lands, including parks, rights of way, forests, and others.
Demonstrated field experience and expertise in managing noxious weed infestations and their impacts to natural resources. Familiarity with integrated pest management and weed control methods and associated regulatory compliance issues (particularly those related to pesticide use).
Demonstrated ability to engage and effectively communicate with the public and land managers on difficult, sensitive and technical issues, both verbally and in writing.
Familiarity with Washington State Noxious Weed Control Law and other relevant local, state and federal laws.
Experience in implementing regulatory compliance and enforcement procedures.
Ability to work independently and as part of a team, coordinating activities with others.
Ability to successfully plan and manage complex projects. Ability to perform multiple tasks simultaneously under tight deadlines, prioritizing work and managing own time.
Experience in writing project reports, evaluations, proposals and grant applications.
Proficiency with Microsoft Access database, ArcGIS software, Global Positioning Systems (GPS), and Microsoft Office applications or proficiency with similar software programs and the demonstrated ability to learn new programs quickly.
NECESSARY SPECIAL REQUIREMENT(S):
· An offer of employment will be contingent on the success of a pre-employment physical examination.
· Possession of a valid Washington State Driver's license prior to employment.
· Ability to conduct noxious weed surveys from a car, by boat and on foot over terrain of varying difficulty, including steep areas and dense vegetation.
· Ability to control noxious weeds using Integrated Pest Management methods, including the use of herbicides. Exposure to inclement weather conditions expected.
· Must be able to travel and work occasional evenings and weekends.
· Must be able to obtain a Washington State Public Pesticide Operator license within 30 days of hire.
